Planning policy guidance (PPG24) notes set out the Government’Äòs policies on different aspects of planning. Local authorities must take the content of PPG24 into account in preparing their development plans. They may be material to decisions on individual planning applications and appeals.

PPG24 gives guidance to local authorities in England on the use of their planning powers to minimise the adverse impact of noise and builds on the advice previously contained in DOE Circular 1073.

  • PPG24 outlines the considerations to be taken into account in determining planning applications both for noise-sensitive developments and for those activities which will generate noise;

  • PPG24 introduces the concept of noise exposure categories for residential development, encourages their use and recommends appropriate levels for exposure to different sources of noise; and

  • PPG24 advises on the use of conditions to minimise the impact of noise.

Noise can have a significant effect on the environment and on the quality of life enjoyed by individuals and communities. The aim of PPG24 is to provide advice on how the planning system can be used to minimise the adverse impact of noise without placing unreasonable restrictions on development or adding unduly to the costs and administrative burdens of business. It builds upon the principles established in Circular 1073 ’ÄúPlanning and Noise’Äù, and takes account of the recommendations of the Noise Review Working Party which reported in October 1990 (HMSO, ISBN 0 11 752343 7). PPG24 outlines some of the main considerations which local planning authorities should take into account in drawing up development plan policies and when determining planning applications for development which will either generate noise or be exposed to existing noise sources.

PPG24 introduces the concept of Noise Exposure Categories (NECs), ranging from A-D, to help local planning authorities in their consideration of applications for residential development near transport-related noise sources. When assessing a proposal for residential development near a source of noise, local planning authorities should determine into which of the four PPG24 noise exposure categories (NECs) the proposed site falls, taking account of both day and night-time noise levels.

When undertaking a PPG24 assessment, measuring equipment is set up on site and left for a minimum period of 24 hours. This obtains the information necessary to determine the noise exposure category within PPG24.
